If the application form did not open please: a)  run the compatibility test for your computer; b)  make sure that javascript is enabled.  For instructions on how to enable javascript, please click here; and c)  make sure you do not have any programs installed and running that block pop-up windows.  Some common programs that block pop-up windows are Norton Internet Security, McAfee Internet Security, Google toolbar, Yahoo toolbar, and Ad-Blocker.  Please disable the pop-up blocking in programs and click on the application link again. For Example: To check if you have Norton Internet Security installed, click on the Start menu, go to Programs and look for an entry for Norton Internet Security. If it is installed, click on the Norton Internet Security option under the Norton Intenet Security menu item. Click on Ad Blocking, then click Turn off. When you've finished making the changes, please refresh this page (press the   button in your top browser bar) and the Application should open.   If you have tried all of the above and are still having no luck, all we can suggest is that you try to sign up from another computer (from your public library, for instance).
